a report by Lord Scarman on the Brixton and Toxteth
riots in the UK in 1981, which tried to explain why they had happened and what the government and the police should do as a result. The report said that some racial groups suffered many disadvantages, such as not having jobs, and that the police's attitude towards them was unfair.
