go before phrasal verb (see also go)

1. to happen or exist before something else:
In some ways this program improves on what has gone before.

2. go before somebody/something if something goes before a judge, group of people in authority etc, they consider it before making a decision:
The case will go before the court.
The proposal is likely to go before the committee.
